Description

The contracting authority aims to award a 48-months framework contract for security services in Somalia. The contract shall be awarded through an international restricted tender, which is a two phase procedure. Information on participation in this procedure shall be made available through the Contract notice. With the publication of the Contract notice the first stage of the the international restricted tender begins. Interested economic operators may become participants in this procedure during this phase. Furthermore, the requirements of the service to be provided shall be made known only to participants selected for the second phase of the tendering procedure, after shortlisting (exclusion and selection criteria applied).

EUCAP Somalia is operating in a "Critical risk" area based on the EEAS Country threat assessment. One of the principle mandated requirements for a "Critical risk" mission is the provision of armed close protection for all movement of all EUCAP SOMALIA Mission Members (EUCAP MM), official Visitors and Consultants around the Area of Operation (AoO). The current Private Security Contract Somalia ref. PROC_ECS_2023_023R will expire on 30/11/2026 at 24:00 hrs (GMT+3). Due to the environment in which EUCAP Somalia is operating, the Armed Close Protection Service cannot be interrupted in order to fulfil Head of Missions duty of care and maintain the operational capability of the mission. Any kind of disruption would cause tangible effects on the operational effectiveness of the Mission as well as an impact on general levels of protection of mission members. Further, this would cause delays in the implementation of the mandate. The constant rise in operational activities of the Mission through the Area of operations (AoO), presents an increased threat to mission members, assets, and mission activities as such. The establishment of the private security services contract will allow the Mission to continue operating at a reasonable level and tempo while maintaining and fulfilling the Civilian Operations Commander and Head of Mission Duty of Care responsibilities.
